Republish Remote Surface As Opendatalabs

@pdpp/remote-surface is the extracted streaming and control substrate (geometry, pointer mapping, mobile IME, clipboard policy, n.eko/CDP adapters, diagnostics, leases, testing fixtures). It is reusable infrastructure for any remote-browser surface, and PDPP is one consumer among many we expect.

@pdpp/remote-surface was extracted in two prior changes (extract-remote-surface-substrate, extract-remote-surface-streaming-architecture) and hardened for OSS shape by make-remote-surface-oss-publishable. Those changes deliberately deferred three decisions to the owner:

The substrate package currently developed as @pdpp/remote-surface SHALL be published under the name @opendatalabs/remote-surface. The legacy scope SHALL NOT survive into the published tarball; it MAY exist only as an in-monorepo workspace alias removed before release prep.
